Transportation and land use planning is a complicated mix of many factors, and much of the planning depends on sophisticated modeling that can either minimize or encourage urban sprawl. AB 1020 (Hancock) would have required regional transportation planning agencies to update their transportation models to incorporate policies that reduce traffic jams, travel times, and air pollution.
