Publicly-owned utilities, including the behemoth Los Angeles Department of Water and Power, produce about one-quarter of all electricity consumed in California. Still they lag far behind in meeting the state’s 10-year target for reducing the state’s electricity demand through energy efficiency measures. AB 2021 (Levine) will strengthen the process by which publicly-owned utilities are held accountable to meet their energy efficiency targets.
