AB 2104: No HOA fines for drought-resistant landscaping

Bans homeowners associations (HOAs) from fining California homeowners who replace their lawns with drought-resistant landscaping. Residential water use accounts for 35 percent of all urban water use, and nearly one quarter of all Californians live in a common-interest development that is governed by an HOA.
