Like AB 2490, SB 1478 (Speier) responded to a federal proposal to weaken the Toxics Release Inventory, a successful program that requires industrial facilities to report annually on the toxic chemicals they dispose of or release into the environment. SB 1478 would have established a “California TRI” at CalEPA in the event US EPA weakened the federal TRI program and, unlike AB 2490, would have given CalEPA authority to collect data on additional chemicals of concern.
